Compliance Advisory Services (CAS) has a wide variety of safety and health programs available to our clients. We begin with a program template that contains the basic regulatory-required elements and build upon that to customize a program that provides real value to your company and employees by addressing the specific activities, conditions, and hazards found at your facilities.
Our programs are written with one thought in mind, that the information contained in the programs will be used as a reference and guide by managers, supervisors, and employees to achieve the goal of having the safest workplace possible.
CAS can also assist clients with developing non-regulatory required programs related to safety and health issues. By working closely with management and employees, CAS will create programs that clearly define company policy while providing useful guidance on implementation of that policy.
We also work with clients to review safety programs and policies on a regular basis to ensure the programs are relevant and accurate. If changes are needed, we assist our clients in making the necessary changes.
Compliance Advisory Services believes safety and health programs and policies should be living, breathing documents that provide valuable guidance to everyone in a company. They should not be a notebook that is placed on a shelf and never looked at again.
Safety programs available from CAS include, but are not limited to:
• Company Safety Policy
• Hazard Communication
• Fire Prevention Policy
• Grain Safety Policy
• Fertilizer Safety Policy
• Petroleum Safety Policy
• Lockout/Tagout Program
• Confined Space Program
• Respiratory Protection Program
• Hearing Conservation Program
• Bloodborne Pathogen Program
• Contractor Safety Program
• DOT Drug & Alcohol Testing Program
Compliance Advisory Services (CAS) offers safety and informational training on most of the topics relevant to our agribusiness clients engaged in grain, feed, agronomy, and energy enterprises.
All of our programs are custom designed to fit the needs of the individual client and include regulatory references, pictures, and language pertinent to our industry and the client's operations.
Training is updated frequently to reflect changes in regulations and industry practices. Our consultants spend time at our client's facilities performing hazard assessments and observing work practices, which results in customized training that meets the safety and productivity needs of employees and management.
Examples of regulatory-required training provided by CAS are:
o Hazard Communication
o Bloodborne Pathogens
o Portable Fire Extinguishers
o Emergency Actions Plans
o Control of Hazardous Energy (Lockout/Tagout)
o Hazards at Grain Handling Facilities
o Powered Industrial Trucks (Forklifts)
o Other training required by29 CFR 1910 regulations
o Hazardous Materials Awareness and Site Security Plans
o Worker Protection Standard

Compliance Advisory Services strives to provide quality training to our clients' employees that is informative, accurate, and presented in a manner that captures employees' attention and is useful to them in the performance of their job responsibilities.
Compliance Advisory Services (CAS) consultants are available to present specialized training for liquefied petroleum gas (LPG) employees, the OSHA 10 Hour General Industry course, grain engulfment prevention & rescue techniques, and hands-on portable fire extinguisher training.
Our consultants are able to present National Propane Gas Association (NPGA) Certified Employee Training (CETP) programs for Basic Principles & Practices, Propane Delivery Operations & Cylinder Delivery, and Bobtail Delivery Operations, and we are NPGA Proctors authorized to deliver CETP exams to student candidates so they may obtain their CETP certifications.
We also offer a three-year Bobtail Refresher course, as well as LP Cylinder Filling training for employees with cylinder filling responsibilities.
OSHA 10 Hour General Industry Course
CAS is pleased to be able to present the OSHA 10 Hour General Industry course. The course is presented by an authorized trainer with emphasis on how General Industry regulations apply to the agribusiness industry.
Some of the topics covered in the course include Introduction to OSHA, Machine Guarding, Walking & Working Surfaces, Lockout/Tagout, Confined Spaces, and Grain Handling Facilities.
Students attending the OSHA 10 Hour General Industry course receive an informational handout, a 29 CFR 1910 General Industry Standards manual, and upon successful completion of the course, a Course Completion card from OSHA.
Grain Engulfment Prevention & Rescue Techniques
Compliance Advisory Services is concerned about the alarming number of grain engulfment incidents that occur every year, so we have developed a program that focuses on awareness and prevention.
The training begins in the classroom where we discuss how to recognize potential engulfment situations, measures taken to prevent engulfment, and personal protective equipment required for safe entry into areas where an engulfment potential exists.
The training then moves outside where students are offered the opportunity to participate in a partial grain engulfment and rescue. Students are able to see how quickly grain engulfment can occur and how difficult rescue may be, even when in a controlled environment where rescue equipment is readily available.
Portable Fire Extinguisher Training
Compliance Advisory Services uses the Bullex Intelligent Training System to provide realistic, yet safe, live fire training for your employees.
The system uses clean-burning propane to simulate Class A, B, and C fires, which the instructor controls by a microprocessor system while the students practice their portable extinguisher skills with pressurized water extinguishers.
The system produces no smoke and there is no dry powder to clean up, so the training may be conducted in a truck bay or maintenance area as the only cleanup is a small amount of water from the extinguishers.
At CAS we believe there is no substitute for hands-on training and this system provides the opportunity for hands-on training in a safe, affordable, and convenient manner.
Compliance Advisory Services consultants are capable of providing a wide variety of safety and compliance audits at your facility. We perform safety hazard assessments, workplace safety inspections to ensure OSHA compliance, environmental audits for state and federal programs, and DOT recordkeeping audits.
Our consultants are knowledgeable in many areas that affect an employer's ability to provide a safe and compliant workplace and protect the environment.
In addition to conducting inspections and audits, we will help you identify possible solutions to correct any deficiencies found. CAS wants to be your partner throughout the hazard identification and correction process.
Phase I Environmental Inspections
Phase I inspections are searches into the ownership and environmental history of a property, as well a visual inspection of the property for obvious signs of environmental contamination. These inspections are typically done prior to the purchase of property to reduce the risk of "buying someone else's problems."
After the research and visual inspection is completed, our consultants prepare a report of findings for the client.
Compliance Advisory Services is able to assist our clients by filing a number of regulatory reports. Some of the reports we can submit are:
• Environmental Protection Agency (EPA) Risk Management Plans for new facilities, five year updates, or changes in the program
• EPA Spill Prevention Control and Countermeasures plans
• EPA Emergency Planning and Community Right-to-Know Tier II reports
• EPA Pesticide- Producing Establishments (Bulk Repack) reports
• Nebraska Dept. of Environmental Quality (NDEQ) Air Emission (Dust) reports
• Department of Transportation (DOT) MCS-150 Report
• DOT Hazmat Registration
• Dept. of Homeland Security (DHS) Chemical Security Assessment Tool (CSAT) Top-Screen
• Other county, state, and federal reports that company may be required to submit
If you have a new facility that is required to file a Risk Management Plan (RMP), need help with your five year update, or have had another occurrence that requires an update, Compliance Advisory Services can help you.
Our Risk Management Programs books have withstood Environmental Protection Agency RMP audits without a violation. In addition, our onsite consultation services, where we conduct Hazard Reviews and Compliance Audits, will provide you with the information needed to bring your facility into full compliance. Combine our program books with our onsite consultation and you need not fear Risk Management Plan audits again.
EPA Spill Prevention Control & Countermeasures
The Environmental Protection Agency's Spill Prevention Control & Countermeasures (SPCC) program requires all facilities storing aggregate oil products of 1320 gallons or more to have a written plan that has been certified by a professional engineer (PE.)
Compliance Advisory Services does not have a PE on staff but we can help you prepare your SPCC and recommend a PE in your area.
